Bill Payne was raised and educated on Chicago’s Southside.  After graduating from the Illinois Institute of Technology with a Bachelor’s Degree in Electrical Engineering, he joined International Business Machines as a sales representative.

While honing his business skills, he served as an artillery officer in the Illinois National Guard and earned a Master’s Degree in Business Administration from the University of Chicago.  During his IBM career he was assigned a variety of line and staff management roles in both the United States and Europe.

Bill retired after 42 years with IBM and in 2006 moved with his partner, Jacqueline Chatmon, to Cape Charles, on Virginia’s Eastern Shore.  He has four children, Kelli, Winston, William and Morgan.

He has served as Board Chairman of the Orange, New Jersey YMCA, and currently is a member of American Legion Post 56 and Rotary International.  He is a board member of the Northampton County Education Foundation, and is the Treasurer of the Northampton County Democratic Committee.

Bill is owner of Practical Business Solutions, a small business consulting firm, and The Alternative Board (TAB) franchise in Hampton Roads.  TAB assists small business owners grow their establishments.
